As Council President, Kate Stewart delivers real results — from housing affordability to public safety — while protecting essential services and supporting our schools.
Kate Stewart proudly serves as Montgomery County Councilmember for District 4, which spans North Bethesda, Kensington, Garrett Park, Silver Spring, Takoma Park, and parts of Chevy Chase.
She chairs the Government Operations and Fiscal Policy (GO) and Audit committees, and sits on the Transportation and Environment (TE) committee. In December 2024, Kate was unanimously elected by her peers to serve as Montgomery County Council President.
As Council President, Kate leads efforts on critical local issues including housing affordability, economic development, mental health, and healthcare access for the LGBTQ+ community. Kate swiftly and effectively responds to our community’s toughest challenges. Recognizing the destructive actions of the Federal Administration and the immediate impact on residents, she introduced the United in Service and Support series to aid those affected by federal cuts, economic uncertainty, and the chaotic and harmful actions of the Federal Administration.
As Council President, she navigated to deliver a county budget for fiscal year 2026 that meets the needs of our schools, retained funding for safety net services to support our residents who are in need, and did not raise county taxes.
Kate also serves on the Board of the Metropolitan Council of Governments (COG), a regional body of more than 300 elected officials representing 24 jurisdictions in the Washington, DC, metro area that work in broad cooperation. Formerly COG chair from 2022 through 2023, Kate uses her position on COG to advocate for Montgomery County, such as pragmatic and sustainable solutions to address chronic homelessness, and long-term funding of WMATA.
Prior to her 2022 election to the County Council, Kate served as the Mayor of Takoma Park. As residents of Montgomery County for nearly 30 years, Kate and her husband are proud parents of two Montgomery County Public School graduates.
